So this problem started 3-4 weeks ago out of the blue. After our downstairs toilet is flushed there's a loud humming/vibration noise that starts 20-30 seconds after the flush. Because there's such a delay I initially didn't know what was causing it however I realized it happens consistently after flushing this one toilet.
The noise only lasts 5-10 seconds however it's loud enough to be heard anywhere in the house. Any ideas what's going on?

The valve at the wall maybe fluttering or the ballcock in the stool this causes a water hammering in the pipes. Try flushing the stool while ready to shut off the valve and see if closing and opening the valve or stop fixes the problem. you try the valve half open.

OMG! Phantom's account has been hacked by some Korean gold farmer/plumber with a severe English grammer difficulty! Either that or he tried to set the world record for posting the fastest answer to a complex plumbing problem. :)

So wait, you're saying to shut off the supply valve after flushing the toilet when the noise starts to see if it goes away?

I heard it can be really bad when your ballcock gets caught in your stool! Right spawnman?

Just a follow-up on this... replacing the ballcock assembly fixed the issue.
