Thanks to the mighty Kyraath for this one, this fixed a hosed laptop in our shop today.
1. remove TCP/IP from network settings, don't reboot
2. backup the registry
3. view hklocal machine/system/currentcontrolset/services
4. delete both winsock and winsock2
5. then go to VxD (under the same services key)
6. delete AFVXD DHCP MSTCP Winsock Winsock2
7. reboot
8. reinstall TCP/IP
